Quick Answer: YouTube has said Partner Program updates start on 1 February 2027, and two news reports citing YouTube's 10 August 2026 post say new applicants will need 8,000 public watch hours or 20 million Shorts views instead of 4,000 or 10 million. Buying watch time does not fit YouTube's rules: its fake engagement policy prohibits buying views and promoting services that inflate them. Use the three-gate check below to decide between an organic plan, a hybrid plan, or an informed-risk purchase.
As of 27 October 2026, YouTube's Partner Program eligibility page lists 1,000 subscribers plus either 4,000 qualified public watch hours in the last 12 months or 10 million qualified Shorts views in the last 90 days. The same page says updates start on 1 February 2027 but, when we read it, did not print the new numbers.
The new numbers come from news coverage. Music Business Worldwide reports 8,000 watch hours or 20 million Shorts views for new applicants, with the 1,000-subscriber rule unchanged and existing partners unaffected. Streamer.Guide gives the same figures and says it relied on YouTube's 10 August 2026 post. Neither article says whether an application filed before 1 February is judged on the old bar. That is the single biggest open question, and nobody should plan around a guess.
Two rules from the same eligibility page matter for any plan. Watch time from ad campaigns, private, unlisted and deleted videos does not count. And hitting the numbers does not guarantee approval: reviewers, helped by automated systems, assess the channel as a whole, and a decision typically takes about a month. Our YouTube podcast watch-time guide covers the same bar from a podcast angle; this article is about the buy-or-skip decision.
Illustrative example, not a guarantee. From 27 October 2026 to 1 February 2027 there are 97 days, roughly 13.9 weeks. Assume a channel with no qualifying hours yet and that you want the old 4,000-hour bar cleared by 31 January.
4,000 hours across 13.9 weeks is about 289 hours of public long-form watch time per week, or roughly 41 hours a day. At an average view of 6 minutes, that is about 2,900 qualifying views every week. Against the doubled 8,000-hour bar, the same window would need about 577 hours a week. Cut your current balance out of the target before you divide, and remember the hours must fall inside a rolling 12-month window.
The useful conclusion is not that the target is impossible. It is that a channel with a few hundred weekly views is looking at a multi-month organic runway, so the real choice is how to spend those months, not whether a shortcut exists.
Run these gates in order. Stop at the first one that says no.
If your current weekly qualifying hours, projected forward, land within about 25 percent of the target by your deadline, stay organic. Improve average view duration, series structure and upload cadence. The extra effort is cheaper than any risk of review problems.
Because reviewers judge the whole channel, a channel built on reused or thin content fails regardless of the hour count. If the content would not pass a manual read, no amount of watch time fixes it. Fix content first.
YouTube's fake engagement policy prohibits artificially boosting views and other metrics and prohibits promoting services that inflate them. Its listed consequences range from removal and warnings to strikes, and three strikes in 90 days can end a channel. It also says artificial traffic is not counted. A second, separate review risk is that the hours may simply not qualify.
So an informed-risk purchase only makes sense on a channel where losing the channel, or its monetization application, costs you little: a test channel, never a client's channel, never your only income. IndianSMMServices does sell watch time (see our YouTube watch time page), and we cannot promise it counts toward eligibility or that it stays on your channel. If you are weighing providers anyway, our safe SMM panel checklist is the vetting framework to use before any deposit.
Illustrative example, not a guarantee. On 27 October 2026 the live services page listed Youtube Video / Shorts Views at about 86.48 rupees per 1,000 (page shows no date, rates can change). Pure arithmetic: 10 million views at that rate would be about 8.6 lakh rupees, and the proposed 20 million would be about 17.3 lakh rupees. Those figures show why price per 1,000 is the wrong number: the Shorts route counts only qualified views from the Shorts feed, so bought views of unknown origin may not count at all, and the cost is spent either way. The same logic applies to anyone planning to buy Instagram followers for a monetization-style milestone: the headline number is cheap, while the qualifying behaviour is what platforms actually measure.
Labels such as "Lifetime Guarantee" and "Non Drop" appear next to services on that page. The Terms page we read does not define refill, so ask support what a label covers in writing before relying on it.
The site's footer and payment page list UPI, Paytm, PayPal, cards and crypto, with the note that availability can vary by account. The page names no specific coins or gateway and shows no minimum deposit, so confirm the options inside your account first. If you choose crypto, expect it to be effectively irreversible, check the exact coin and network before sending, and budget for network fees.
Per the Terms of Service, only card and UPI payments are refundable. Crypto and wallet deposits are not. Approved refunds take 3 to 5 business days, a full refund needs cancellation within 24 hours, partial refunds for incomplete orders are at the company's discretion, and fully delivered services are not refundable. Keep order IDs and screenshots as described in our dispute evidence checklist. If you compare panels on price alone, remember that the best SMM panel for your risk level is not automatically the cheapest SMM panel on a rate list.
We read YouTube's Partner Program eligibility page and fake engagement policy on 27 October 2026, then cross-checked the 2027 figures against two news reports. We read the live IndianSMMServices services, terms, payment and YouTube pages on the same day. Calculations use calendar days from 27 October 2026 to 1 February 2027 and are labelled as illustrative.
IndianSMMServices sells YouTube views, subscribers and watch time, so we have a financial interest in the services discussed here. We make no claims about personal credentials. We cite primary sources where we could and say plainly where we could not confirm a detail.
The new thresholds rest on two secondary reports and an official page that acknowledged the date but not the numbers when we read it. We could not confirm transition rules for early applicants. Service rates have no date on the page, and we did not test delivery or watch-time qualification.
No. YouTube's fake engagement policy prohibits artificially boosting views and other metrics, and it also bars promoting third-party services that inflate them. Consequences it lists include removal of content, strikes and, in serious or repeated cases, channel termination. Any purchase is made at your own risk, and IndianSMMServices cannot promise that bought watch time will count or stay.
YouTube's help page says Partner Program updates begin on 1 February 2027. Reports from Music Business Worldwide and Streamer.Guide, both citing YouTube's 10 August 2026 announcement, give the new entry bar as 1,000 subscribers plus 8,000 qualified watch hours or 20 million qualified Shorts views. The help page itself still showed the 4,000-hour and 10 million figures when we checked on 27 October 2026.
We could not confirm this. The sources we read do not say whether an application submitted before 1 February 2027 is judged on the old thresholds. YouTube says review typically takes about a month, so treat the timing as unconfirmed and check the current help page before relying on it.
No. YouTube's eligibility page says watch time from ad campaigns, private videos, unlisted videos and deleted videos does not count toward the thresholds. Only watch hours from public long-form videos count for the watch-hour route.
From 27 October 2026 there are 97 days, about 13.9 weeks. Illustrative example, not a guarantee: starting from zero, 4,000 hours needs about 289 hours a week and 8,000 hours needs about 577 hours a week. Your own current hours and the 12-month window change the result.
The site's payment page lists crypto among its methods but names no coins or gateway. The Terms say crypto and wallet deposits are non-refundable, while card and UPI payments are refundable, with approved refunds taking 3 to 5 business days and a full refund needing cancellation within 24 hours.
If you decide a paid test makes sense for your situation, you can browse current YouTube services and live rates first, with no commitment to buy.
