SMM Scope Creep Evidence: 7 Records Agencies Need

Quick answer: An SMM agency should prove scope creep with seven linked records: the approved baseline, the client's exact request, the request timestamp, the impact estimate, the decision and approver, delivery evidence, and the final billing or replacement-scope treatment. In the worked example below, six apparently small requests consume 8.5 hours and ₹3,400 of illustrative internal labour cost; that calculation supports a discussion but does not create a right to charge.

1. Freeze the baseline before calling anything extra

Scope creep cannot be measured without an agreed starting point. Preserve the applicable proposal, statement of work, service package, email approval or contract version. Record the included platforms, deliverables, quantities, revision rounds, report frequency, support channel, response window, campaign dates and named exclusions.


Atlassian's current scope guidance recommends documenting deliverables, milestones, boundaries and what is explicitly out of scope. The Association for Project Management defines change control as capturing, evaluating and then approving, rejecting or deferring requests that alter an approved baseline. Those principles are useful here, but they do not replace the agency's agreement or local law.


A weak baseline turns every disagreement into memory versus memory. Link the exact version used for the decision, not the latest edited document. If the request is already included, it is not additional scope merely because it is inconvenient or unprofitable. Use the client profitability scorecard to analyse the account separately.


2. Build a seven-record change file

Record 1 — Approved baseline. Store the signed or otherwise accepted scope version, effective date and relevant clause or package line.

Record 2 — Exact request. Preserve the client's wording, attachment, requested outcome and requester identity. Do not rewrite a vague message into a broader instruction.

Record 3 — Timestamp and channel. Record the date, time zone and source such as approved email, ticket or project system. A screenshot alone may lose context, edits or thread history.

Record 4 — Impact estimate. Estimate labour hours, provider cost, delivery delay, dependencies, policy exposure and work that must be displaced. Label the estimate as provisional.

Record 5 — Decision and authority. Mark the request approved, rejected, deferred, included under existing scope, agency correction or clarification. Record who had authority to decide.

Record 6 — Delivery evidence. Link the completed asset, report, ticket, order record or revision history. Approval to consider a change is not proof that it was delivered.

Record 7 — Commercial treatment. State whether the change was billed, absorbed, swapped for another deliverable, credited or carried into a revised package. Link the corresponding invoice or written agreement.


Asana's current change-request template recommends structured, trackable intake, while PMI material states that changes affecting a baseline should be logged so they can be consciously approved or rejected. A consistent request ID connects the seven records without exposing passwords, API keys or unrelated client data.


3. Six small requests can become ₹3,400 of hidden work

The following is a hypothetical management calculation, not customer data, a typical Indian agency rate or evidence that any amount is legally billable.

A monthly package includes one report and two revision rounds. During the month, the client requests two additional reports taking 90 minutes each, three further revision rounds taking 75 minutes each, and one urgent weekend review taking 165 minutes. Total additional time is 180 + 225 + 165 = 570 minutes, or 9.5 hours. Assume one hour was caused by an agency error and should not be treated as client-added scope. The remaining evaluated change time is 8.5 hours.


Illustrative internal impact = 8.5 hours × ₹400 internal hourly cost = ₹3,400

The ₹400 rate must come from a documented internal costing method, not a desired selling price. The figure can support the next renewal or change discussion, but it does not retroactively authorize an invoice. 4. Use six decision codes instead of arguing in chat

INC — Included: the request is already inside the approved baseline. CLR — Clarification: it resolves ambiguity without adding material work. COR — Correction: the agency fixes its own error. APP — Approved change: impact and authority are documented before work begins. DEF — Deferred: the change is valid but moved to another period. REJ — Rejected: the agency will not perform it under the current engagement.


A decision code is not a substitute for explanation. For APP, record the added price, reduced deliverable or revised deadline. For COR, prevent the error from being counted as client-driven scope. For INC, update internal understanding rather than silently narrowing service.


When the evidence shows a recurring mismatch, choose between clarifying the package, introducing a change allowance, reducing included work or repricing at renewal.
